The Episodes in Story Mode has a completion percentage which stops at 94% on Episode P4 to unlock Episode P3. However, substantial changes to characters and the system have been made from Persona 4 Arena. The gameplay in Persona 4 Arena Ultimax is still that of a fighting game.
